Before the start of stage two, Richard Carapaz abandoned the Tour due to injuries sustained in a crash with Enric Mas the day before. Day two saw the same finish as the Classica San Sebastian. Neilson Powless, previous winner of the one day classic, went out gathering mountains points in the early break. He was joined by Edvald Boasson Hagen and Rémi Cavagna. All three were caught at various moment, Powless being the last swept up on the Jaizkebel. Rafal Majka set the pace early and shredded the peloton. Adam Yates took his pull before Tadej Pogačar set off. Pogačar went over the top with Jonas Vingegaard on his wheel. Vingegaard was only interested in marking the move and Pogačar eventually let up. The group was unorganized on the decent and Pello Bilbao took his opportunity. He was eventually caught as Wout van Aert and Jumbo Visma covered moves to keep it together for van Aert's sprint chances. But at 1KM to go, Victor Lafay came from the back with speed and had a large gap right away. He managed to kept it to the line giving Cofidis their first stage win in the Tour de France in 15 years.
