What looked to be a relatively straightforward day sent the riders from Agen to Pau, 165.3KM and only two category 4 climbs. News before the race broke that Primož Roglič of Redbull-Bora Hansgrohe would not start due to injuries from the crash near the finish of Stage 12.
A large group of 23 riders, including Adam Yates of UAE, got off the front on a hard start. Jayco AlUla missed the break and started riding when the break had half a minute. They got some help from Visma-Lease a Bike but called off the chase with 144KM to go. Just a few kilometers later, Visma-Lease a Bike put the peloton in the gutter and split the bunch. About 10 riders made the split with Carlos Rodríguez of Ineos being the only main contender missing. Ineos got organized and brought the split back to set the race back to status quo. The main GC teams got together and rode hard to limit Yates' advantage, keeping the break under 1 minute.
Magnus Cort of Uno-X Mobility attacked the break to force a smaller group at 96KM to go and Michał Kwiatkowski of Ineos, Romain Grégoire of Groupama-FDJ, and Julien Bernard of Lidl-Trek went with him. They quickly expanded their lead to the other break away riders to 45 seconds with 81KM to go. The second part of the break was caught with 69KM to go, leaving just 4 riders at 1 minute ahead.
The peloton split again at 60KM to go as the wind ripped across the road, right to left. 30 riders made the front but this time no one on GC was caught out. The last 4 riders out front were caught with 48KM to go. On the final climb with 29KM to go, Richard Carapaz of EF-Education EasyPost and Tobias Johannessen of Uno-X Mobility jumped away from the peloton. The roads to the finish widened on the way to Pau, giving the advantage to the bunch.
By 21KM to go, many dropped riders returned to the peloton and the pair were caught, almost assuring a sprint finish. In the sprint, Intermarché-Wanty had control at 1KM to go but were running out of riders. A move on the left barriers with 700M to go by a Lotto-Dstny rider caused a crash when he hit shoulders of Amaury Capiot of Arkéa-B&B Hotels who was coming backwards. Only about 20 riders made it through to contest the sprint. Visma-Lease a Bike had control with Christophe Laporte but he ran out of energy at 250M to go. In that moment, Jasper Philipsen of Alpecin-Deceuninck started his sprint and carried it the to the line. He took the win ahead of Wout Van Aert of Visma-Lease a Bike and Pascal Ackermann of Israel-Premier Tech.
