Warren Barguil of DSM-Firmenich, Amanuel Ghebreigzabhier of Lidl-Trek, Sylvain Moniquet of Lotto-Dstny, Jesús Herrada of Cofidis, Ben Zwiehoff of Redbull-Bora Hansgrohe, Thibault Guernalec of Arkéa-B&B Hotels, Ådne Holter of Uno-X Mobility, Pierre Latour of TotalEnergies, and Simon Carr of EF-Education EasyPost made up the break but they would not go into the finale.
Simon Carr attacked the break on the Jaizkebel with 68KM. The gap was down to 1 minute 30 seconds with Visma-Lease a Bike riding behind. Carr hit the penultimate climb of Erlaitz at 44KM to go with just 40 seconds and was caught just 1KM later as Redbull-Bora Hansgrohe and Soudal Quickstep sent attacks from the peloton with Florian Lipowitz and Julian Alaphilippe. Lipowitz dropped away as Pavel Sivakov of UAE joined Alaphilippe. Sivakov went solo 800M before the top of Erlaitz with 41KM to go. He had a 20 second gap over around 18 riders that formed over the top of Erlaitz.
Sivakov did a strong ride to stay clear to the start of the final climb of Pilotegi but the chase group were 15 seconds behind, still with over 9KM to the finish. Sivakov was caught early on as Alaphilippe kicked things off once again. About 10 riders were together until the last 1.5KM of the climb when it got incredibly steep. Alaphilippe pushed on and only Marc Hirschi of UAE was able to follow.
They went over the top together with just over 7KM to the finish. Lennert Van Eetvelt of Lotto-Dstny was just off the back and never managed to make it to the pair of leaders. The pair descended into San Sebastian with Hirschi leading through the 1KM banner. Alaphilippe decided to pull through 100M later and seemed to be nervous. Hirschi let a sprinter's gap open up, finally starting his sprint with 175M to go. He got the jump before Alaphilippe could notice and was able to hold off to take the win for UAE. Van Eetvelt held off a chase group to finish 7 seconds after Hirschi to take third place.
