The 24.6KM test against the clock started on the campus of Telefónica to finish in the center of Madrid.
Victor Campenaerts of Lotto-Dstny had a fast early time but he would not be in the heat seat for long. Mauro Schmid of Jayco AlUla confirmed his third week form by beating the Belgian by 8 seconds. Filippo Baroncini of UAE was next to assume the hot seat, beating Schmid by 3 seconds. It was all trivial however because Stefan Küng of Groupama-FDJ would come through 43 seconds better than Baroncini and set a real benchmark for the day.
In the end, no one would beat his time, giving Küng his first Grand Tour stage win of his career. Primož Roglič of Redbull-Bora Hansgrohe was second best behind Küng with Mattia Cattaneo of T-Rex Quickstep taking third. The GC top 10 came in one by one and the only change came with David Gaudu of Groupama-FDJ dropping from fifth to sixth, swapping places with Mattias Skjelmose of Lidl-Trek.
The final winner of each classification was: Mountains- Jay Vine, Sprint- Kaden Groves, Best Young Rider- Mattias Skjelmose and the final top 10 in GC were 1. Primož Roglič 2. Ben O'Connor 3. Enric Mas 4. Richard Carapaz 5. Mattias Skjelmose 6. David Gaudu 7. Florian Lipowitz 8. Mikel Landa 9. Pavel Sivakov 10. Carlos Rodríguez
