The memorial was inaugurated on April 4, 1964 for Karel Van Wijnendaele who was a Flemish journalist who founded the Ronde van Vlaanderen in order to promote the paper. It is located just over the top of the Oude Kwaremont on the Ronde van Vlaanderenstraat.
